I had a little trouble knowing if I had the correct content and enough content. I read the grant description but would probably have a meeting with the client to do content checking if I was hired to do this.
I like your brochure a lot. I think the blue color is a little hard to read against the black background. You might want to try a bolder font for the writing and a brighter blue color. Other than that everything looks great!
I'd change the black background - it's just too difficult to read and gives off a overall gloomy feeling. I like how you've made Fort Lee, JMU, HCPS, and the Department of ED so prominent. Why not highlight your statistics to help grab attention instead of hiding them in the paragraph? I think if you made a big 86% and then "of middle and high school teachers feel they are supported by their administration..." and then 72% "of teachers feel they are recognized for their accomplishments..."
