I like your use of images, and think the black border is the best out of the two options shown. Your margins look too thin, so I would add some spacing between the columns and edges of the page. Also, with so much copy, make sure your spelling and grammar is correct. That's a lot of information, and you don't want to send the wrong thing out to the printers!
As a personal preference, maybe mess with the title alignment a bit. Centered alignment looks amateurish and creates an orphan out of 'culture'. If you split the title up like below, use varying font sizes for each word, do some background color blocking behind the text, just go crazy and really make the title pop! What is uniquely Spanish in design? Maybe bring something cultural into your design (like a Spanish looking font type for the title, or spanish architecture silhouette behind the title).
I think you have very good photos to use. Your layout is very nice and easy to read. I only have 2 suggestions for you. First, there is a line between the r and o in your Program Description title. I'm not sure if this is just a guideline that needs to be turned off or what. The second suggestion is for the text in your program description section. After the GRE, you have a sentence that starts out with All program will which is probably a typo but should be fixed so that it makes sense. Otherwise, it's looking nice.
